Door handle problem

69 Camaro, marquez design door panels, no binding on the inside.

When you open the door from the inside, the door handle doesn't snap back. You have to push on the handle to get it down.

Is this an adjustment issue? Are the latches bad? It is consistent on both sides.

be sure your rod isn't touching the door or panel when panel is on. does it do it when its removed?
