start taking bulbs out until the large amp draw goes away.....take it one circuit at a time and find the culprit.

Headlight fuse???? GM doesn't have a headlight fuse. Does your Bird have one of the wiring kits like Painless?

      Fuses usually do not glow.
Glowing would indicate a lot of heat , which would melt (blow) the fuse.

It sounds like the wire to the taillights is grounding prematurely ( shorting the circuit) somewhere ..
Or , the ground for the tailights is bad and its backfeeding through another circuit ...

Is it factory wiring or a Painless kit ???

Check your license plate light housing, the wire goes through a grommet that I have seen split and cause intermittent shorts.
