Cleaning Wheels

I have a set of Rushforth "Livewires" with powdercoated centers and polishid lip.What is the best spray on cleaner to get the crap off of the inside lip?I tried Eagle One on them and it didn't do a damn thing.I don't want to take them off every week to clean them.what do I use?
