What is the best way of smoothing out the bumper bolts, to have a smooth clean looking bumper. The bumper is going to be painted.

Sorry, I have been too busy lately to take photos of them, but they did a great chrome job.

weld the bolt from the back side then grind the head off and weld around the hole where the head is otherwise it will eventually crack out simple body mod that looks great when done
