How do I remove factory stripes from the Monte SS nose & rear bumper that are both some type of plastic/compostie, not steel?

A heat gun to warm them up and fingernails or plastic razorblades/plastic spreader to get the sticker off them use wax and grease remover to get rid of the glue. A stipe remover wheel will work on plastics but you are taking a risk of burning through the paint if you get it too hot.

Heat gun? Hmmm... A hair drier get hot enough?

I would say a hair dryer won't get hot enough, at the very least it won't do the job well for you. Go spend $15 on a heat gun at sears.

I removed the factory stripes from my old '85 SS and my old '87 SS with a heat gun and a small plastic scraper. After that, I just used some 3M Adhesive Remover to get the leftover glue off, then compounded and waxed.

I also used the heat gun to debadge my Cherokee. Works great!

Really, they are $15 at sears? I am heading there now then. Gotta go to town anyway.

Can also use some fishing line to help get under there to help lift it off the car once the heat has been applied

I went to 3 different parts stores in town & no one had 3M adhesive remover. Gave up on it & went to Meijer, & guess what, they had it there. Strange.

I've had good results using this product on metal:

I use a piece of hardwood, oak or similar, cut very cleanly at an angle to scrape.
the older the paint job expect some phantom marks where the paint has not faded evenly under the sticker, buffing the area usually helps.
