I am wondering if this can be done by a machine shop and how they do it. has anyone done this before, what is the ballpark cost for doing 2?

www.weldcraftwheels.com (http://www.weldcraftwheels.com) seems to be the most popular source for having this done. This isn't the type of work that you should be taking to just any old machine shop.
