Do you install the inners then the outers or install the inners into the outers and put them on as one piece?

I believe it's a one piece deal. But I'm not that far along with my project yet.

It is much easier to put the inner on the fender and then mount, trying to get the fender lip outside the inner fender is a pain to not get the paint at the door messed up.

With Bolts is my prefered fender mounting method!
