I have a set of 17" polished american racing torq thrust that I want to have the tires taken off, the spokes and first ridge painted gloss black with some sort of heavy duty (meaning stone ding resistant) paint, (or clear coated with something tough, but that looks good too), then have the tires remounted and balanced. What would be reasonable to expect to pay for a really nice job?

I think 6 hours is not out of line for prep, prime, paint, and clear.
So 6 hours at 35-50 $ an hour
a quart of black $30
a quart of clear $30
hardner and reducer $30
then add rebalance = about $200-400 Expect the 400 dollar range but at that price expect not a single micron of dirt in the paint!

How about powder coating them?
