First I have to ask the question why try to upgrade brakes with junk tires?
drum brakes are very good, their only problem is if you do repeated heavy braking because they don't have enough time to cool.
Up front if you have factory disc breaks already there really is not much better, most after market kits that fit 15" wheels have smaller and thinner rotors and less piston area.
put on some good pads and make sure the whole system is in good shape.

You are stuck with the 11" for now. Those are what I ran before I upgraded to 17" wheels and went to the 12.88"

I installed this kit on a big block Nova, 7/8 master (manual) and stock drums in the rear... it works well, but after 3 back-to-back hard stops (how hard can you stop with BFG Radial T/A's??), the pads started to fade. Id recommend a better pad than whats supplied if you plan to do anything more than regular street driving

For sure. It's up to each user to choose the right pad for their application. I ran this pad for street driving: https://www.summitracing.com/parts/wil-15q-6824k
