Is it necessary to to resurface a 12k mile flywheel? I bought it off of ebay.

I personally wouldn’t use it as is, unless you are using the clutch and pressure plate that was assembled with it. With a new clutch, it’s necessary to ensure proper “bedding” AND it’s such a task to dig back in there if you need to. It’s worth the $50 to have it machined down and flat. There are garage mechanic tips to simply scuff the surface.

There is also quite a bit of uneven heat spotting on that. I think my LS7 flywheel looked better after 40k miles of non stop autocross and track days than that.

I would say definitely, yes. I wouldn't take the chance of something going wrong and having to take everything back apart to do it later.
