Can bad shocks are give you a vibration at the brake pedal i thought it was my front tires but i had them look at and road balance and they said they was find i get the vibration at 60 mph i had the car drop about 2" all the way around with QA coil over shocks new tubular upper and lower control arms and i went with SSBC brakes front and rear disc new sway bar.

No. But, if you have a vibration, weak shocks can fail to dampen it.
I would *not* call QA1 coil overs weak shocks (unless you bought them trashed on Ebay).

Set the shocks full hard and see if it makes a difference.

Could be driveshaft related?

Have a look at tire balance and rotor flatness. Does the vibration occur all the time or only when your foot is on the brake pedal? If it's when you are on the brakes one or both of your rotors need cleaning up. If not tire balance.

Make sure the rear rotor mounting surface (axle face) and the back of the rotor was clean and true, I have seen quite a few out of true rear axles show up with a rear disc swap.

Have you started with the basics, putting the front of the car on jack stands and tugging on the wheels? You want to verify all your suspension components are tight.
