200 r4 will not lock up in fourth gear ( B&M controller )

I just put in a 350 with a 200 4r trans in my 72 nova. I also hooked up a B&M lock up control with a NC brake/cruise switch. I took it for a test drive to check the pressures and they all look good but when it goes into 4th gear it will not go into lock up, even if I try it manually with the controller. I have also replaced the TCC solenoid when I serviced the trans before I installed it. I tested the old one and it would not click tested the new one it was good.

Does anyone have any checks that I could do to find out what is wrong?

any way to check the converter? I hope that's not the issue

How many miles are on the trans and was it dry before install? The reason I ask is the 2004R takes a bit to get fluid through all the circuits. Drive a few miles, check fluid, repeat.

It had clean fluid in it before install. I have driven it about 7 miles and checked the fluid. Clean full at idle and trans at running temp
