I have ran into a problem .... I ordered DSE mini tub kit , there 3 inch drop leaf springs , and DSE shocks . Earlier this year I purchased a moser 9in with the moser back bone welded across the tubes. As I was mocking things up I noticed that the leaf spring bracket and u bolts won't work as the angle of the springs has changed because of the offset shackle . I called moser to see about cutting the back bone shorter, they said don't touch it .... Help !

How much horsepower are you running? Anything under 900hp you're probably ok with shortening the back brace. These are street cars with street tires and there isn't a lot of stress and shock put on the housing like drag cars.

I'm at 638 hp I understand what you are saying and I have no problems cutting the backbone but moser was telling me it would warp ..?

Can you just notch it? Plenty of high hp pt cars with no "backbone" on the rear.

I definitely see their concern. It's not as much as the backbrace is needed for the strength, but once you cut it, and reweld in that area to box it, and put some hot weld on the tube, you have the potential to warp the tubes rearward I imagine once the weld cools. I know axles can be fairly sensitive this way. Maybe if you have an axle place locally that can make sure the axle tubes are true after you do your notching and welding, then I would think the re-work would be fine (aside from probably most definitely voiding any warranty through Moser).
