1970 camaro inner fender?
with the inner fender in the car rest on the outer lip of the fender or does it go on the top of the fender lip?

It bolts to the fender.

More info...
...from underneath from what I recall. The backing nuts should be attached to the fender lip itself, so the bolts would go through the inner fender and then into the fender lip backing nuts (or whatever they are called).
