Rim Run Around Part 2

In my post I said I had ordered 2 rims in Feb.
well I called on them today for the 4th time
and it was weird, 3rd phone call they said they were getting polished and than will ship,
which was 2 weeks ago.
so I called today wanting the tracking number thinking they were in the the mail.
Sadly the lady said the status was they were getting the centers welded in
...ok someone tell me why the centers are being welded in on what was said to be cut out of billet aluminum and be a 1 piece rim?????
also why polish and than weld ????

I wanted to yell at her but its not her fault
