59 El Camino (B-body) front suspension question

I am trying to help a buddy with a 59 El Camino front suspension problem. He complained about rough ride and such. One thing I noticed about its current setup is the front is low (I mean really low, not in a good way). It reminds me of having an air suspension with all of the air dumped but that is the ride height. I know that in 1st gen camaros (like mine) that the optimum lower arm geometry has the frame mount and ball joint level to be parallel/even. In his car, the lower ball joint is considerably higher than the control arm mount plane. Do the same principles apply here (for most independent 50/60s front suspensions)?
