Rust and Primer question

Let’s say I have a fairly rusty inner fender and I sand it off until it’s at the lowest level of surface rust. Then I use Rustoleum Rusty Metal Primer to prevent further rusting.

Can I then use Eastwood’s 2K Primer on top of the Rusty Metal Primer? Or will this cause lifting and wrinkles?

You would be better off lightly blasting it and using a quality epoxy primer imho. Not a fan of Eastwood paint products, relabeled Kirker junk in most cases.
