I have a Rock Valley tank too, although I haven't installed it yet. I believe that needs to be vented to the outside. Usually you use a charcoal filter so you don't smell the gas.

I re-read the instructions that came with the tank, and it seems to indicate that if you have a vented gas cap, you don't have to use this vent and can block it off. If you have a sealed cap that is not vented, then you need to vent this to the outside (usually through the charcoal filter).
