Looking for any pointers/tips on coping the section below my rear bumper to recess the exhaust tips. This is on a 72 Chevelle. The panel is steel.

Many different ways to do this. What is your end result supposed to look like? What tools do you have?
I did these in the roll pan of my truck

I think these would look cool. Although you might have to look at a few different models to see what shape worked best on your car.

Id like to install a traditional looking Chevelle oval tip but larger, probably 2.5" x 5", and sink about half of the tip into the panel below the rear bumper.

The layout part I can figure out but the methods of cutting Id like to know some tricks. I have a good selection of tools and am willing to buy tools if need be. Im quite comfortable around metal and welding, just body work is new to me.

However you choose to make it look, probably the easiest method is to figure how much roundover you want in your transition & cut the body part that much bigger. Then make the recessed part with the roundover & fit to body part.

As far a cutting tools, that's fabricators choice, You could use something as simple as a quality jigsaw with the proper blade or even a cutoff wheel. I'd leave a little extra material & grind the rest up to the fine tuned fit needed with a double cut carbide burr bit.
