I found some 2013 Z/28 & CTS v rims and tires online for a pretty good price. I would like to know if they would fit G-body 1982 Cutlass. I found front & rear Suspension: DSE,Hotchkis,Ride Tech...etc. Rim specs are: Bolt Pattern is 5 X 120 Wheel Specifications
Size: 20" x 10" for Z/28
Size: 19' x 9" & 19" x10 (http://www.ebay.com/itm/Cadillac-Ctsv-cts-v-Black-graphite-rim-rims-wheel-wheels-19x10-19x9-10-9-19-/390590950399?pt=Motors_Car_Truck_Parts_Accessories&hash=item5af108ebff&vxp=mtr)"for CTS v
Would either rim fit?

No, not without 1.75" - 2" wheel adapters.

Even wheel adapters a 10" wheel is going to want a frame notch or the Fender lip cut rolled to keep the tire off the quarter panel lip/frame.

2013 CTS V wheels From the Internets (so it may not be true):

Front: 19x9
Offset: 51
Backspacing: 7.00787

Rear: 19x10
Offset: 40
Backspacing: 7.0748

How much does it cost $$$$ to have frame notched and will it hurt frame for future racing. Looking at lower & upper control-arms for coil overs. In the rear I may run Watts link.I really like the Z/28 rims they would look nice with Matte Pearl white on my car. I'm willing if it's not to much.

No. Use 3/16 hot or cold roll steel. Proper cuts and solid welds are not detrimental to frames. I have helped several G-body owners do a slab section of the rear frame on non rusted cars to fit larger wheels/tires.
With the bolt pattern differences having the adapters made to order and make sure they ARE hub centric and you will have zero issues in 90% of your driving uses.

Frame notches are usually around $500-600.

G-body parts sells a Frame Notch Kit (http://www.gbodyparts.com/product_info.php?products_id=1560) for $250 + Shipping, but the frame will be stiffer than reusing the original frame bits and you won't have to waste time trying to save them.

10" wheels in front won't happen without serious inner fender surgery, and even 9" wheels are tough and will likely rub if the car is lowered. 255 wide tires is about as wide as you can go with the inner fender sheet metal still intact, 275 if you cut up the inner fenders... and both will still rub the frame swaybars at full lock (not a big deal except when parking).

Like the sound of Z/28 rims. Frame notches and 1 in fender flares (willing to hackup inner fender well) but with them being 20in * 10 what tire package could I run up front as wide as possible like the idea of 275's up front.( Rear I can run mini tubs.)I am willing to accept not lowering the car if I can get it set properly. It will run coilovers fr. & rear.
UNGN: is this something that could be done I stay in Houston TX.

I know this is just a minor detail, but there is no such thing as a 2013 Z/28.

How are you going to handle the issue of those wheels having a different bolt pattern? Does the hub of the CTSv wheels match the axles and hub of the g-body? The purpose of the lug nuts is to keep from falling off, not to center it.

I will be going with aftermarket brakes once all suspension are chosen. 265fr. 305 rear.

Ok, but the CTSV bolt pattern is 5x120mm which is not exactly the same as 5x4.75....

Just got in from out of town what would be recommended to get these rims to work without using spacers.
