The jl 10tw3 is new and they sound great. Not cheap. But you get what you pay for.

Rockford fosgate makes some pretty high quality and at a pretty reasonable price

I've historically been a Fosgate fan as well. Their P3 shallows are great for their price. JL's shallow offerings are better, however they are at a much higher price point.
If I were to choose at the moment it'd likely go with JL for the sub.
As far as amps are concerned, I would be sticking with Fosgate.

I'm not a big fan of shallow mount subs, but when space is a premium they have their purpose. I had a Pioneer 10" shallow mount and it was mediocre at best.

While I'd agree they're not ideal, many times they're all that will fit. I built an underseat box for my avalanche and had problems even finding a shallow sub shallow enough. After it was finished I was flat amazed by what I got out of the space I had. The biggest issue with these subs is their application. Being space constrained, people tend to not give them the breathing space they really need.

I installed two jl 13.5 shallow subs in custom ported box behind seat of 2011 f250 and the JAM!! Seat was moved forward 3inches .. Ported and tuned to 35hz..get low!
