Welcome to the forum!

Since budget is a big factor, keep it drivable while you do small upgrades that can be done in short periods of time so you don't end up in to deep with the car all apart. Projects like body mount bushings offer a good value per dollar and can be done in a short period of time so you can get back to driving.

Also on a budget dont look past Ridetechs CoolRide and some real good shocks from them. Bang for the buck Air ride WILL be the most oustanding addition you could do.
I had air ride on the back of 71 Monte, similar in weight(4k+) and the ride and handling difference was NIGHT and day.
Also if you get down to it even a well built forged piston 355, add on some ebay forward mount turbo headers and some cheap twin headers, research a Crutch Convert Holley and run blow through, and you will have some seriously fun driving.
Just thoughts. To see just how cheap an engine CAN be ran with turbos and make power go to www.theturboforums.com and search the grenade. Several pages (over 100+) but first few years of that project just astounds most who read about it.
JUST for fun. If your not looking for huge power then a well built sbc or even moderately mild BBC and a decent OD trans will set you up for some fun driving.

Oh and Kore3 can set you up with adapters to swap in Corvette big brakes and here is a near bolt on if its 5x5 bolt pattern http://www.finishlinewheels.com/CHEVY/IMPALA/1996/A-05026U10N/
If not on same site look up Corvette wheels!
