I have a 68 firebird stock and want to change my drums to disc-does it move the wheels out 3/8''? or only certain kits move them outward? curious before i buy

It depends on the kit. When ordering that would be a question to ask. Wilwood says how much offfset it will add on their website.

Factory disc brakes move the wheel out 1/2" over a drum hub.
Drum hub on left, disc on right. The difference is 9/16" but the drum adds 1/8" to the drum hub, and the disc bolts to the back side of the disc hub, so it doesn't add anything.

ok. because i was given this kit for free

http://www.ebay.com/itm/1967-1968-69-CAMARO-64-72-CHEVELLE-Disc-Brake-Kit-SALE-/150667941642#vi-content

and wanted to make sure. the rims im putting on it are some new z06 rims so idk if the fronts and rears would stick out and if they did is there was anyway around it. I figured though that i minus well use the kit if i got it for free.....

If you're running C5 or C6 Z06 wheels, you're going to need to run wheel adapters anyway to make up for the high-offset of those wheels, so you should be able to set your backspacing/offset where you want it with the thickness of the adapter.
