I would have him contact the local auto theft task force with pictures of that car. Stockton/Modesto is the auto theft capitol of the world, so there are TONS of cars stolen every day, and that car will be little more than a line of text on a "hot sheet" listing all the stolen cars unless he gets something like this: http://leonstransmission.com/images/police_notice_chevy.pdf made up.
