HID flicker

I bought a 69 vw bug that already has some high low HIDs installed. They flicker or shake for about 15 min until they warm up and then they work flawlessly. Is it just a cheap set or is there a fix for this problem. I know ive installed some HIDs on dodges and had to ad capacitors and resisters to get them to work right. Thanks

Usually the flicker indicates the ballast will go bad soon, could be in a week or a month

ok they are new so ill just junk em and try another set
