Whats the easiest way to get this stuff off?

Besides using a pressure washer, any ideas of how to get this stuff off?

Wire wheel in a die grinder or on an angle grinder

Thanks! I was also suggested to use a needle scaler... I'm in no rush.

Not sure if brake cleaner would loosen it enough to wire brush it off, but the needle scaler will definitely get it off.

Went to Home Depot and picked up a new putty knife and will prolly use that with some brake cleaner.
