will the pcv valve work if theres a baffle in the valve cover

Yes it only should sick air/fumes . The baffle helps(but not always) it from sucking air mist. The valve cover is a better place than the valley. Ask some of the Pontiac guys trying to use an aftermarket valley cover with no baffle-"fogging for mosquitos" as they do down South.
