Please advise I am installing my harness the lap belt goes to the original mounting points, but the shoulder straps are in question....I don't have a roll bar so what I thought would work is attach to the package tray just below the rear window this is a 66 elcamino I can send pictures of what I want to do. This car is a driver some autocross and road course

For safety purposes its better to keep the stock 3 point belt than to improperly mount a shoulder harness. The shoulder harnesses are very specifically designed, and improperly mounting them can cause tremendous injury. here is a great picture that shows how it should be mounted:

2 things I would change is that I would like to see the body at less of an angle, preferabbly with the elbows even with the hips at driving position. This will allow you to more comfortably control the wheel. I would also never use a submarine belt in anything but a off road racer(where this picture is borrowed from).

In your particular application you could have a "Harness bar" made. That would give you a safe and secure place to properly mount your harness. here is an example of what a harness bar is:
