Uncovering some "issues" with my current project. Previous owner replaced the quarters, but the seam is in the middle instead of up near the roof where the factory would have leaded it in. THere is a low spot across the seam that was filled in with filler over 3/16" thick on each side. I am in the process of stripping the epoxy primer off the car and will prep and reprimer since I don't trust what is undernieth. What should a first time body man do?

Do you want to (or need to) replace the quarters again? That's the only way to do it right... This time get the full panel.
If everything is still solid you can clean up the seam and refill it. Done in thin layers the filler will be fine. I will suggest using "All Metal" for the main filler and then use your normal plastic to finish it off.

Use a stud gun along the seam and pull it out where it should be. Follow the previous poster's reccomendations for finishing it. That is if you don't replace the 1/4.

I found similar repairs on my quarter panel after the welded seam rusted and the putty cracked. If the car is a keeper, the best thing to do is replace with a full quarter.
