I'm running a holley 830 double pumper on a 383 with an RPM airgap manifold, and AFR 195 heads making about 480 horse. The carb seems to be to big. Smells very rich and if the windows are rolled up, the fumes inside the passanger compartment burns your eyes a little. Is is possible to jet a Holley 830 down to around 750.

While you may be able to jet the amount of fuel down slightly, the main jets shouldn't affect idle. In addition, 830cfm is the airflow rating, you cant "jet down" how much air can flow through, its a function of the carb casting.
Here are some questions though to figure out your issue.
1 - Do you run a PCV valve?
2 - What is initial timing set at?
3 - What temperature does the car idle at?
4 - How did you set your idle mixtrue screws?
5 - How did you set your float level?
6 - Have you done anything to the carb?
7 - At idle, does the vacuum line on the front metering block have vacuum or is it dead? (The one up top, near the choke if it has one, if you arent sure, put a little spit on it while idling to see if its sucking it in)
Answer those as detailed as you can and we'll see where it goes.

It can be jetted down but most likely the idle circuit is a bit fat.
How any turns out are your mix screws?
Where's your timming at?
Whats the list number on the carb?

Also...how high are your floats? I have also seen where the pump arm is adjusted too tight and the engine idling will throw fuel in. There should be a small amount of lash between the arm and the adjuster.
