I think they call them halo's. look on google for them.

The reflectors look like cheaper sets of H4 conversion lenses w/ halos I've seen on ebay.

Curious that the car also has a set of driving lights behind the grill. I wonder if the retrofit didn't work as well as he expected?

they are H4 headlights made for a Volkswagen Golf 2.
They are called cristal clear angel eyes headlights.

You can find them on the German ebay.de for about $70.00 a set.
