Why does the seem a$$ backwards. Hasn't the SS always been a step up from the Z-28. But now the Z-28 will be a package that is above the SS model.

I always thought that SS was more of a 1/4 mile car and the Z28 was a track car.
I would think though, that the Z28 carries with it a more "Pure" ideology. Over the years, SS has been watered down because it is on everything from cavaliers to Camaros to HHR's and trailblazers.
Only the Camaro has the Z28...so make it count for something.
(lets not bring up the Z24/26 Cavaliers/Berettas)

4th gens the SS was an upgrade from Z28 but the 5th Gen they switched it!

just names, doesn't mean a thing. chevy doesn't market/package the cars the same way as they used to.

My understanding is that first gens started out (more or less) base-SS-z28-(zl1). The RS was a package that could be added on to base or SS, hence First gen RS's and RS/SS's. The z28 could only be ordered on a base model--AFAIK, there were no RS/Zs or SS/Zs. Z's had to be ordered with disc brakes (at least on the front) and a manual tranny (to my knowledge, almost always if not always a muncie 4spd). The Z was pretty much a homologation special, offered to the public only to make it legal to race in transam. Only 600 or so were made the first year, but that was up to 19000 by '69.
BUT, they'd already started to screw this order up halfway through first gen production, as by 69 the SS396 stomped all over the production Z-cars (at least on paper). So things were already wacky.
The ZL1 was, of course, a Central Office Production Order (COPO) only--pretty much, you had to know a guy in GM to order one at all.
This is my understanding of it. Seems like GM is just trying to get things back to the way they originally were.
In other words: Z28 was closer to a 1LE package, in some ways. It was the top-level package that was accessible to the common man, but could not be ordered on anything but a base-model car.

- 602 total 1967 Z28s' made

While it still has not been officially confirmed that there will be a Z28, I believe it is highly likely that will happen sometime soon. This is just my opinion, but with the Mustang war heating up substantially and the fact that all of the development work and supplier alignment is already done for the Z28, I see it as a no brainer for GM brass. It may "only" get the LSA from the Cadillac CTS-V, but it will be a bad mo fo nonetheless.

I agree. From an engineering standpoint it's a pretty easy deal--you've already got the engine you want to use on the chassis you want to use in the form of the LSA and the Zeta under the CTS, so using another production body with that drivetrain configuration shouldn't be too difficult--EPA regs are done for the drivetrain, Safety regs are done for the body, from there it's pretty much a cakewalk.
Only issue I see is a Z-camaro starting to bump up against chevy's other Z-car...We know the LSA is capable of 550hp, and the LS7 is only turning out 505--we may be running into a marketing glass ceiling of sorts.

GM doesn't want to overpower the Camaro. If I can get a Camaro with close to 550 HP for 35-40k, why would I want to buy a Corvette with 505 HP for 55-60K??
My guess:
The Z28 will have the LS3 with a "hot" cam @ 480HP and perhaps a suspension package. If they put more power into it, the sales of the vette would drop.

First off, the Z28 is most likely going to be in the $42.5k-$47.5k range since the 2SS's are already stickering (with no market adjustment) closer to $40k.
I don't think as many people cross-shop the Camaro and the Corvette as you might believe. GM sees no problem with having a Cadillac CTS-V Coupe making 560 hp, so I doubt they'll have a problem with the Camaro making the same.
Who knows though, I guess we can't underestimate that with all of the challenges they have, making a Z28 might not be that high on their priority list.

but there was always a guiding principle that the vette would be top dog; even identical engines in the camaro and the vette would have the vette w/ higher advertised HP.
its all marketing, of course, but if the 'maro has it, the 'vette will have it 1st, AND be rated higher.
