Rocker panel chip guard?

Id like to spray some rocker guard on the underside of the rockers. I see 3m aerosols in the auto store but they say their lacquer based. Is that ok to spray over my primer and under modern paint? It says on the can not for use over paint.

if it is 2k primer still not ok to apply over. Only apply over epoxy if you already have primer on the car.
