You know I'm rebuilding my 79 MC frame off.

I'll reweld and box the frame, along with TNTraceshop upper & lower rear control arm reinforcement (http://tntraceshop.com/g-body_braces.html).
I'm also looking for some Bilstein shocks, with OPGI 3" lowering springs front and 2" rear.
At the moment I'm looking at Hotchkis products:

Also looking for SC&C Stage II front kit.

What do you think?

If you go with a Stage II, go with the 2" drop springs from OPG since the Stage II will drop it about .75".

And IMO I would do Moog front end parts, no need to burn extra $$ for standard front end parts. The hex toe adj sleeves are nice though. They can be bought separate.

Otherwise sounds good!

I built a '79 Malibu with the same idea in mind. I used all the same stuff and it worked out great. I used the Hotchkis tubular upper control arms which adapted taller 2nd gen camaro spindles with bigger brakes, which also gave the right camber curve. Urethane lower control arm bushings too. I used the Hotchkis springs at all corners. The car really handled well and surprised many at the auto cross.

what about adjustable rear upper arms? do I need them with the 2" rear lowering?

I didn't need them... my pinion angle "looks" correct and certainly doesnt vibrate or 'hop' at all. But mine is just a Joe-Tour so it is what it is.

what did you use for your monte? 3" and SC&C stage II?

I used 3" opg drop springs and a Stage I (tall upper, standard lower) and I was able to use the 'street' alignment spec supplied.
