How much could or should a floating caliper float? Is a .25" of wheel clearance sufficient?

Assuming you're starting with new pads, the caliper can and will float inward with pad wear, so your worst case wheel fitment scenario is when the pads are new. If you have 1/4" clearance with new pads, you shouldn't ever have an issue. We usually consider 1/8" the minimum recommended clearance due to wheel deflection and caliper movement as they will move a little under actuation.

Usually also the first time you step on the brakes the piston goes out and takes up most of the slack.
