I have not heard of them , so I can not comment on the company at all. I will say that they have two different pictures of two different turbo systems and I would be curious as to which one is included.
The very nice and sanitary picture is of an APS kit which is about as good as it gets when it comes to quality I want to say that kit looks like a 2004-2006 GTO setup if I remember correctly. The APS kits with a good engine will make fanatastic power.
Now as far as the engine on the egnine dyno I have no idea what that would be manufacturer wise and most likely a one off. This turbos sit pretty darned hi.
In the end I would be a bit leary of a complete turbo engine capable of making 800-1200HP for $9K. I would get a complete build sheet for the engine (internal components, injectors and specs) as well as the turbo kit (what brand and part number turbos, what manifolds, what intercooler) to see what they used building it and what they are including.
Could be the steal of the day, but could go very bad also. I would see if somneone can go by their shop to see, well, the shop, the engine, the turbo kit and maybe see it run and do a pull on a the dyno. It would be worth the extra cost to have them redyno it for sure for insurance.
Hope this helps.

Not to be a nay sayer, but I would be a little suspicious. The price seems to good to be true, however no one else has bid yet to raise the price to a more realistic level. The fact that they have no Ebay rating and the "headquarters" contact is not a website but only an email address doesnt necessarily mean foul play at hand but I would at least try to do a little more research before sending them any money. Good luck

Just putting 2 pictures of the APS kit which is nowhere near what is actually shown on the dyno is a little shady. The dyno motor has a reverse mounted intake manifold, the turbo outlets point backwards, the downpipes and turbos are mounted very high. makes me lean towards a boat motor. You would have to change alot to put it in a car. it could be a good deal if someone contracted to build it and then they backed out and now they are trying to recover the rest of their money on a purpose built motor that does not have mainstream demand. You could also be buying a homemade unuseable POS or get totally ripped off and not receive everything you think you are getting.
