My guess:
1- theft recovery
2- they did not want to stop until in a safe area.
That looks brutal, must have been a few miles, or some hard driving.

Someone stole his '82 Cutlass and drove it around on the rims.

Agreed, probably stolen. Maybe hit a curb or something running from the police and ran it till they couldn't.
Saw a Dukes of Hazzard clone that had been stolen once. The roof was the only straight panel left on the car!
