I guess i've used up all my attachment space. How do I delete. And I guess I will use a new file.

You can clear out old attachments via the UserCP, on the left side Attachments under Miscellaneous. Select the ones you want to delete and click "Delete Selected".
Alternately, you can host your pictures on ImageShack or Photobucket or the like.
Becoming a "Site Supporter" costs money but also gives you more attachment space.
