96 Grand Am no start

Ive got a 96 Grand Am that is in Theft lock of some sort. Pass lock has been replace and what Im finding tells me I need to replace the IPC. Is there a relearn or any other process that I could use that would get this to start w/o installing a new cluster. Any help would be great!!

try turning the key to the run position without attempting to start and leave it on for 15 minutes. Then shut the key off, then try to start. This usually takes care of it.
