c5/lt1 brakes on 69 really short pedal throw

ive got the c5 front brakes and lt1 rears on my 69, ive notcied that the pedal throw is extremely short. when i press the pedal it moves less than halfway down the complete travel. has anyone experienced this. without the master bolted to the booster, the pedal tavels from the top all the way to the floor. with is on it travels not too far, however i have not had the car on the road yet so im not sure how it performes and when the pedal is pressed, the calipers are holding the rotors. anyone have any ideas?

1" master. both with it running and without. when its running, the effort if very little then pedal stops solid. with it not running, it takes a bit more effort to push but the pedal stops in the same spot.
