Can someone explain to me y the ball joint pivot plane on a spindle is offset or not vertically perpendicular to the axle centerline. To me and my limited understanding of contact patch and scrub radius, and bump steer and what not. It would seem to me that have the ball joints in a more perpendicular, vertical plane would be better. And from looking and spindles specifically made for racing seems to support my idea or am i just seeing things.

This is called the "kingpin inclination angle" What this does on a street driven vehicle is return the wheels to center when there is no steering input. Google the above phrase to read more about it.

look up SAI and IA, as in Steering Axis Inclination and Included Angle. This is one good thing to keep an eye on after wrecks as it can give indication of bent parts, Ill have to look up my chart for these and copy it.
