Tough to tell but the plate looks like either Arkansas or perhaps Missouri. There is a blue band across the top with red text.

Those are TX inspection & registration stickers on the windshield. There are some TX plates like that too. It looks like it just ran through that trailer house.
Not that strange for the area the car was in! Coming from the same people that thinks Ned Beaty look's good. Little known fact that this car was considered for the movie Road Warrior!
