installing fenders

Hey guys I did try searching this with no luck. I am wondering what is the best practice for installing the fenders when you do not know exactly what shims you need in the different location. Is it best to start at the top or the bottom of the fender when doing the lining up of the body lines and adjusting with the shims. thanks for the info.

get the doors lined up with their openings. install the fenders with no shims and all bolts loose. add shims as needed to line up with leading edge of doors. lather, rinse, repeat until it looks right. it takes a while. my 67 firebird has fought me for several years on this. i win occasionaly.
