Photoshop the wheel color

Can someone change the color of the center of my CCW's to a dark grey/graphite please (not the whole wheel, just the spokes)

I am trying to do this, but I am new to photoshop. I am pretty much just trying to do it, so I can learn how to do something like this. I cant seem to get the poly lasso tool to add parts to my selection. I dont know what I am doing wrong.
