If you can spend 14k on a motor just get a dart BBC block and bore and stroke it out 700 rwhp would be easy with 700+ cubes :1st:

Let me tell you this, I have used DART block before and if you are going to use all QUALITY forged internals (Lunati crank, rods, and JE forged pistons or alike) with some really nice heads (Brodix, Dart, World) and EFI, you can get very close to 700HP without a turbo or supercharger.
9.8 deck with 4.5 bore (540 C.I.) with quality parts like I said above I have seen make over 650HP at 10.0 compression on pump gas.

Thants a Dart little M block I believe the Max on those is 434 CID or 454 CID. But when yuo start to go thier the cost really rizes fast particalluy in machine work in the block.

If you are into some fab. work, do a turbo setup and shoot for 800+ instead, long as you have the Dart block and all that, what the heck. 9.0:1 SCR, hyd. roller, 13-17psi with water/alcohol injection on a 406 or 427 SBC and you will hit 800 pretty easy I think, 700 without even trying.

Get a Brazil made Master Power Turbo, assorted piping, blow off valve, wastegate, V-band clamps, silicone connectors and let her rip. Headers will be custom unless you do the reversed exhaust manifold trick (guys do twin turbos with those as well). Should get by much less than $3500. Will need some fab. skills to do.

The torque curve with turbos is in my opinion superior to blowers. Wish I had a turbo instead. maybe next winter. . . .

Sorry didnt realise you were going little m, why? Why dont you just go big block? bigger cubes, more power and the little m block is only a coupple hundred less that the big m

HOTRODF1 has a point to, if you do want to go little m for whatever reason. go with a 427 c.i. little m block, forged internals, 8.5 compression and run a Precision turbo pt101 with 10-12lbs of boost and I you can put down 700HP VERY VERY EASY on pump gas (I Have seen someone with that setup make 820 HP on pump gas) Also, That way if you ever get the urge, turn up the boost to 25-30psi, throw in some race gas, and be running over 1000HP.

Go to the turbomustangs.com forum (ITS NOT JUST MUSTANGS) they have all the info you could ever need about building a turbo small block and even threads on building your own headers and all that fun stuff.

If you shop around for the best price and build your own motor and own turbo setup you should be able to build a complete 427 turbo 800hp motor for less than 14K easily.

go talk to nitrorocket about your build. He went down the same road you are looking to take only to switch to a Gen 3 engine with twin turbos. He out down 1000hp for less than it cost to build his last NA Gen 1 using an aftermarket block. Daily driver and reliable.
