far as emissions my 68 camaro im building is a concern > how hard is it to pass these emisions? does it use same standards as the old days ? here in new jersey cars with classic insurance just requires self inscpection . how would this work in my situation ? i have a 68 bird as well as a 68 camaro ?

As for the inspection, they just look to make sure the VIN on the vehicle matches your existing NJ title, then they can swap it for your AZ title. They don't check for wipers, turn signals, etc...
With regard to emissions, last April our legislators passed a law that as long as you have "specialty" or "collector car" insurance, your vehicle will be exempt from emissions testing. So I would just bring your proof of insurance from Grundy or whoever when you go to the DMV and I think you'll be able to get everything you need done at once.
