My first thought was that they're putting lipstick on a pig, but that's primarily based on the price and the bling-bling sales approach.
The quality of a rotor is typically determined by the quality of the casting and the purity of the material, regardless of where it is being cast and machined. Most 1-piece rotors designed for severe-duty applications will have additional material thickness in the cheeks of the rotor and correspondingly will weigh more than an OE rotor. More thermal mass means lower operating temperatures and additional capacity for abuse.
In my experience, you get what you pay for...and in this instance, you would appear to be paying for Zinc plating (whether it be yellow, clear, black, blue, olive drab, etc), different drilled & slotted patterns, cute spokeswomen, etc. None of these things really indicate anything about the quality of the casting and the overall quality of the rotor.
I do like that they're mill balanced...although the worse the castings are, the more balancing required, so maybe there's a reason for it. I would make sure that the holes don't hit any of the cooling vanes if you decide to get a pair. That's pretty common on cheaper import D&S rotors.
