I need a fully machined 350+ 030 block 4bolt for a 383 engine. Where is the best place to get one....

I'd check local swap sources, Cragislist, or even ask your machinist. Finding a good 4-bolt 350 block is not too tough, and you shouldn't have to pay much for a bare block.

The last one I got was free...along with the promise I used it. I did, and it's all good. It was just a bare block with the main caps, so it needed full machining, but it was a good rebuilder. You should be able to find a bare block pretty cheap just about anywhere.

Ditto....My machinist is providing the 350 block for my project. I think he said he wanted a $100 for the unmachined block/mains/bolts.

I'm living in Norway and we don't have that many of them over here. And people know what they want for them. I got very good payd for my last one, and the machine shops rates are very high here. It might be cheaper to get one fully machined even if the shipping charge will be high...
