power steering box or pump?

Need help.

My steering wheel will turn easy then hard easy and hard. Almost like a tire out of round(best way to describe it) Some say it is the worn or stripped worm gear in the box, others say it is the steering pump. It is not squealing and the fluid is full. PLEASE HELP. Dont want to take one or the other apart or replace unless I need to. Does anyone have an opinion or similiar experience?

I ran into a similar problem on my 67 Firebird. The original power steering box was bad, changed to 2nd gen fast ratio box. No rough steering at all now.
