my motor has been sitting for 7 years, it was rebuilt but i want to see if it turns over at all, its on a cart right now. is there anyway to see?

yes, hook up a starter. Pull the ign (if you have 12V hooked up) so it just turns over and drives the oil pump, you could also prelube the engine w/ a modified distributor or pre oiling tool.
If you just want to see if it's not seized, pull the plugs, get a breaker bar and turn the crank bolt (or better use a crank adapter)
